On 14 December 2018, the International Institute of Social Studies organized a lecture titled 'Policy on improper behaviour in conflict situations' with speaker To Tjoelker from the Dutch Ministry of Foreign Affairs.
The Dutch Ministry of Foreign Affairs is developing a policy on improper behaviour for conflict situations. Part of the policy is to stimulate the debate on what is improper behaviour and how to deal with power relations.
To Tjoelker, head of the department DSO/MO (Department for Social Development/Civil Society), presented the policy and elaborated on critical issues such as policy implementation and the dilemmas thereof.
The discussant, Professor Thea Hilhorst, (co-author of report 'International Ombuds for Humanitarian and development Aid'), along with Ms. Tjoelker answered several questions on the creation of an International Ombuds in this context and issues surrounding the work of international humanitarian organizations.
